radioactivity cannot be switched off
we welcome the final shutdown of the philippsburg 1 nuclear power plant. however, we see our rights to physical integrity and the protection of our environment threatened by the planned dismantling procedure. the health risk from radiation in kkp 1 depends solely on the half-life of the radionuclides present. however, radiation remains even after switching off, no matter where the radioactive material is and no matter how widely it is scattered (e.g. after clearing).
i therefore raise the following objections and demands:
decommissioning and demolition and the construction of the residue processing center as well as the new on-site waste storage facility must be comprehensively determined in the public approval process and supported by an environmental impact assessment and not in a later internal supervisory process or a building permit can be moved without public participation.
the health integrity of the population must come before enbw's cost minimization interests. the radiation exposure from all activities associated with the decommissioning and dismantling of kkp 1 must be kept as low as possible. the radiation minimization requirement must be applied in all respects. compliance with any limit values is not a minimization.
as long as there are fuel elements in the reactor building, no demolition measures may be carried out!
before decommissioning begins, enbw must create an overall radiological register of the nuclear plant as well as an inventory of the entire radioactive inventory. there must be a complete list of the total expected amounts of radioactive waste before decontamination work (cleaning) can begin!
the usual measurement of radioactive material within the control area in accordance with section 29 of the radiation protection ordinance must be avoided as it contradicts the minimization requirement and is dangerous to health. since the measured waste is not free of radioactive substances, it may not be distributed to landfills.
no removal of radioactive material, the nuclear waste remains on site until the long-term further handling has been clarified. philippsburg must not become the central waste
hub for waste from other nuclear power plants.
public participation must be carried out for every new partial approval process.
the operator's aim to be released from nuclear law as quickly as possible in order to minimize costs must not be the first priority during dismantling.
immediate shutdown of kkp 2, no further nuclear waste production in philippsburg and elsewhere!
