the major demolition of a nuclear power plant has begun in germany. 22 nuclear power plants are currently being shut down and are to be demolished. what remains is a large mountain of rubbish. the nuclear companies have already pre-sorted their brilliant legacy:

german nuclear power plants end up in the recycling cycle, in waste incineration and in construction waste dumps across the country. if we don't stop this, we will soon see the demolished german nuclear power plants again - everywhere. artificial radioactivity from nuclear power plant operations ends up in cooking pots, cans or building materials, in the air we breathe, in the water we drink and in the food we eat.


it was the year 2001 when the then federal environment minister jürgen trittin learned to swallow toads. at that time, the red-green federal government signed the treaty together with the nuclear companies, which made history as the “nuclear consensus”. environmental associations and anti-nuclear initiatives protested against the signing because they saw the nuclear consensus as a sham. this was not a nuclear phase-out, but a guarantee contract for smooth continued operation with plenty of scope for the expiry date of the nuclear reactors - and including a return ticket.

the nuclear companies were satisfied. chancellor schröder was also satisfied because he had kept the energy giants happy and calmed down his coalition partner. and the environment minister was finally able to announce that the greens had virtually kept their most important election promise, the nuclear phase-out. trittin had delivered under great pressure, because without the “nuclear phase-out” it would have been difficult to ensure that the greens would remain in the government coalition.

one of the consensus gifts for the nuclear companies came with the radiation protection amendment in 2001: the introduction of the
release regulation (§29 strlschv):
the release regulation created the prerequisite for the energy companies to be able to hand over their nuclear power plants to "garbage disposal" at around 98 percent cost-effectively after they were demolished.

this would not be a problem if the objective of the release was that only material that is undoubtedly uncontaminated can enter the waste management cycle. however, this is not the case; anything that does not have to be “unquestionably disposed of” 1 is released. it may well be radioactively contaminated and in considerable quantities. the legislature determines what is put into waste management by setting limit values for radioactive substances.

the justification for the release regulation cannot be found in the medical sector. there is no threshold value below which radiation would not be harmful. the release regulation should be understood more as a financing concept for reducing nuclear waste costs. the federal environment ministry formulated it as follows in 2001:

"in addition to the findings of the risk assessment that are primarily to be taken into account on the effects of low radiation doses on people and the environment, considerations of risk acceptance also flow into the consideration for determining appropriate precautionary values. economic considerations, e.g. the costs of disposal of final repositories, must also be taken into account.
